Meet Xay Khamsyvoravong
Xay (pronounced "Sigh") is the former Mayor of Newport, with a career spent solving tough problems in business and government. The son of a Laotian refugee, he worked his way through Brown University, then led Newport to lower taxes for working families, more workforce housing, stronger schools, and climate-resilient infrastructure. Now he's running to move Rhode Island forward.

Priority 1
Lower-Cost Health Care and Long-Term Care for Every Rhode Islander
Rhode Islanders are paying more for health care and getting less, and too many seniors and families worry that care won't be there when they need it. As Lieutenant Governor, Xay will chair the Long-Term Care Coordinating Council and the Small Business Advocacy Council, giving him a direct hand in lowering costs and protecting elder and long-term care. He's done this work. When Newport Hospital's Birthing Center faced closure, he helped rally the community and keep the maternity unit open. He'll bring that same fight statewide: protecting primary, maternal, and long-term care in every community, backing the nurses and direct-care workers who hold the system together, and making sure rural and coastal towns aren't left behind. He'll push to bring down the prescription drug prices and insurance premiums that stretch family budgets thinnest, and as a member of the Alzheimer's State Plan board he'll stand with the caregivers and families carrying that burden. No Rhode Island family should have to drive across the state or go into debt to get care, and Xay will use every tool of the office to keep it affordable and close to home.

Lowering Costs for Working Families and Small Businesses
The cost of living is squeezing working families in every corner of Rhode Island, from housing to groceries to energy bills, and the small businesses that anchor our downtowns are being squeezed right along with them. As Lieutenant Governor, Xay will chair the Small Business Advocacy Council, giving Main Street a real voice in state government and helping the small businesses that create most of our jobs cut red tape and grow. He knows how to deliver. As Mayor of Newport he lowered taxes for working families and made real progress on middle-class and workforce housing, proving a community can grow without pricing out its own residents. Xay will bring that record statewide, pushing to build the workforce and middle-income housing Rhode Island needs, protecting renters and first-time buyers, and lowering the everyday costs that make it hard to get ahead. He'll fight to hold down what families pay for child care, utilities, and prescriptions, and to give small businesses the support they need to hire and pay fair wages. Teachers, nurses, tradespeople, and young families should be able to afford to live and build a future in the state they call home, and Xay will measure success by whether Rhode Islanders can actually afford to stay.

A Resilient Rhode Island Ready for a Changing Climate
Rhode Island's coastline, aging infrastructure, and communities are on the front lines of a changing climate, and the Ocean State can't afford to wait until the next storm to act. As Lieutenant Governor, Xay will chair the Emergency Management Advisory Council, coordinating preparedness across state agencies and all 39 cities and towns so Rhode Island is ready before disaster strikes instead of scrambling after. He's led on resilience before. As Mayor, he created the first resiliency department in the state, combining utilities, public works, and planning under one roof. As chairman of Providence Water for nearly a decade, he moved one of the region's largest utilities onto its own solar power, saving nearly $1 million a year, keeping water rates among the lowest in the state, and piloting lead service line replacements. Xay will bring that same practical approach statewide, modernizing roads and bridges, protecting clean water and Narragansett Bay, cutting energy costs, and making every community more resilient. Climate action isn't abstract to Xay. It's about protecting the homes, jobs, and neighborhoods Rhode Islanders count on, and making sure working families aren't the ones left paying for the damage.
